Over-tightened steering wheel?

Hey, I've had the interior taken apart for quite some time, and I'm finishing getting it back together. But I'm noticing a problem with the steering wheel. When I tighten down the main nut on the spindle, it's so tight that the steering wheel has no play, and runs into the stalks shroud. I think I might be missing a piece here.

It goes:

- stalks w/ shroud
- wheel
- nut

am I missing a spacer or washer? I feel like I have the stalks and shroud seated in there as far as it will go, and I have the allen bolt/lock in there nice. Is there a specific torque for the wheel nut to have it NOT have excess play, yet not be so tight it prevents the wheel from turning?

You're probably missing the spacer sleeve, google part no. 171419549 for pictures.

See PET section 403-05 for details.
