I have recently bought an '87 924S with 150,000kms. One of the snags I have with the car is a "surging" of the brake pedal when the brakes are applied. It is somewhat noticable with light pedal pressure and gets more noticable with an increase in pedal pressure. But (!??!) it doesn't do it all of the time. The left front disc seems to drag more in some spots than others when jacked up and wheel spun. I presume this is a warped disc. The right disc does the same, but is barely noticable. The rear discs seem to be okay. Is the surging most likely to be the disc? Can they be ground or should I just replace them? Could the surging be from any other source?

Turn the rotors if you can; if they're too thin before or after turning, replace them.

You might want to check that the front calipers are not sticking. Also I would check that the rear brakes are working correctly. Any of these two conditions can cause the front brakes to be overworked which leads to them overheating and warping.

I agree wit Vaughn. my rotors on the Martini Rossi were at 9.5mm after I turned them and the surging/pulsing was really bad after that. Thake a 12mm open end wrench and try to fit it over the rotors. If it don't fit, good news, you can turn them and it might take care of your problems.
