is it possible for the tach to be off? My friend gave me 2 tachs, that both seem to work, except don't go any lower than 1100rpm? I turned to idle down to the car barely running and still it shows 1100 (0 with the car not running)

Are there signs around the edges of the case that it was disassembled at some point? If so, and the needle was removed, it may be out of calibration now.
