Yes it has two fans. One for heat and fresh air and one for A/C.
You shouldn't be able to turn on both fans at the same time.
Not really sure what you need to know?

when I turn on the ac fan I get no airflow,is there a broken control or something? I can hear the fan running, does it put out air through the same ducts as the heater?

It does put out the same vents as the heater. The sliding levers move the airflow up and down and there are flaps that can close the dash vents but it could be a vacuum motor problem or the cable has disconected from one of the levers. Take a look at this link.

I have my dash out right now and took a bunch of pictures but I need to figure out how to get em here.
