Is it normal for the front bearing inner races to spin on the stub axle?

I've never found a stub axle where they don't spin (perhaps all I find is worn out stub axles) but it seems unusual for it not to be a press fit.

Not a press fit on the stub axle; rather, a press fit into the hub.

I always put a bit of loctite bearing compound between it, makes them fit real snug.
