Just be careful with the BFH approach, as the top tab with the captive nut is ridiculously flimsy and easy to break off.

John H hit the nail on the head.
I have had plenty of experience with these bumpers being I imported about 15 of them and sold them on this site.
Be patient and add shims if necessary or get a big hammer and adjust as needed.

Don't play with the mounts as the top piece will break or go out of alignment and you have to really fiddle to make it fit.

Patience.............

Yep that's why I said have the bolt in the bracket and you hit the bolt not the bracket and you can put ab it of steel between the tab and the bracket. I've done this a few times and have yet to break the nut and tab off. As I said the euro brackets are flimsy so you need to be careful

So I pulled the bumper off and shimmed the top of each mount with a few washers. The gaps on each side are now pretty even and it doesn't look like it's sagging anymore. Driver's side looks better than passenger's; not perfect but much better.

The gaps are wider than I'd like and it's still not a perfect fit; think this is where the euro fenders would really make a difference.

Dan found the Euro fenders. They are a faded red, so you'd have to give them a repaint. Might not be worth the effort.
