Was able to acquire a Coolant Tester.
Topped off the coolant between the min max line.
Cold Engine to test
Pressure test, pumping up to 1 bar

Pump the pressure up to or just below 1 bar 14.5psi.
Is that on a cold engine?
What is the wait time typically for the leak to show?

The ground is hooked up. The ground was connected to the firewall and is now connected to the intake stud.

Update....
So starter was corroded. Cleaned the connection and the car started right up. Took the car off the lift to continue bleeding the coolant, where I left off and no start. WTF.

My understanding is they will flicker, but won’t go completely out if the battery has charge.

Figured out the TDC thank you for the suggestions.
Car is back together.
Water pump and timing belt replaced. Part removed were refreshed or replaced in the reassembly.
