Disconnect battery. Manually open headlights. Remove bumper. Clean away grime along upper and lower edges of header panel to help you see spot welds. Drill a small pilot hole on each weld. Remove spot welds with spot weld cutter. ONLY CUT OUTER PANEL - reassembly is much easier if you can use the pilot holes to screw it back together. Pull headlight squeegees, and remove two 10mm bolts from the outside corners of the headlight openings.

Use screws and washers to screw the panel back down. Put body putty in the seams. Here are pics of the screws/washers I used before and after refinishing:

Have plenty of beer on hand, because this is a time consuming job. It's not hard, but there are alot of welds to drill out. I think there were 37 of them on the turbo panel I removed.

Yeah, and definitely get the proper spot weld cutter - it's do-able without but I seriously do not recommend it.
