I would put sports suspension, lower springs and spacers.
I wanted to know the price of materials and work, of course, spending as little as possible.

It's possible to install the stabilizer bar of 924 turbo or 924S on 924 aspirated ?

924 and 924 Turbo? Front and rear, yes.

924S, 944 and 944 Turbo? Rear only.

Most of the suspension pieces can be directly interchanges between the 924/944 variants to improve the cars with the exceptions of the front sway bars and the steering rack. Be careful of the change in suspension to allow for the wider wings on the Carrera GT and 944.

For a 924 I'd do the following:

MK1 VW Polyurethane front control arm bushings, new 17mm balljoints.

Weld extra stiffening material onto the stock control arms to make them slightly stronger.

Weltmeister adjustable front and rear sway bars.

GAZ adjustable front struts and rear shocks.

325-350lb/in front springs.

VW Super Beetle off-road rear torsion bar springs (27 or 28mm in diameter).

5-lug brake upgrade from an early 944/924S or a 924 Turbo and matching 5-lug wheels.

That should get a well handling car without breaking the bank if you shop smartly and take your time finding the parts.

You can install any 924/944/968 sway bar in any other car. I use 968 CS sway bars in my 77.5 924, I had to create some interesting bushings for the chassis mount but that is it.

Yes, I know you CAN do it, but I think that kind of fab work is beyond the OP's skill set.

my budget for this is low, It's possible to only install 924 turbo anti rollbar on my 924 without other changes ?

I had exactly the same diameters 23/14 om my 79 n/a and 80 turbo rollbars. So check yours first..

The only 'fab' I had to do was to modify the chassis bush, I got one from a local suspension shop that was very close but it needed to be shaved down a bit. I used the standard drop links, and arm mounts, chassis mount, nylon block and bracket.

The whole process was very easy.

The rear one will work, only you need to install it on the torsion tube.

I got mine from another 924 and installed it with the U-clamps to the torsion bar.
