Are Brake Shields Necessary?

I'm setting my car up for SCCA Solo II and DE events and want to know what the purpose of brake shields is:

  1. Keep debris from getting into the brakes.
  2. Keep fingers from getting into the brakes.
  3. Keep brake dust off the car.
  4. Legally required for some reason.


Personally, I find them annoying, but if they are SCCA required or if they are useful to the safety, performance and cooling of the brakes, then I'll keep them on.

Any thoughts?
