Thats what relays sounds like, it's the internal switch moving back and forth, is your wiper or idicator armature actuated when this happens, or is it ticking all the time??
If it's ticking all the time,then there may be a short in your wiring that is powering one of your relays.
If you put your finger on the relays one at a time you will be able to tell (through the vibration) which one is the offender, then trace back the wiring to find the shorted circuit. It could also be the relay itself which has gone faulty. You could try putting in a substitute to eliminate this scenario.
