After testing a new relay, still nothing. All the voltage check out at the relay, except possible terminal 1 or L12 on the relay board, connects to coil. I'm only getting 2v. What is the voltage from the coil supposed to be?

That coil connection tells the relay that the engine is turning over. That means the relay does not close until the car is cranking and making spark.

I'm getting 2v when cranking. Maybe that's not enough voltage to close the relay, due to a bad coil, or the new relay is bad. Spark seems strong. Any idea how how many volts should be coming through L12 or 1 on the relay board? The haynes manual says test for voltage between L12 and L15, but not what to expect.
