You must completely remove both bolts (the lower and upper) before you can remove the shaft. (they actually ride in a groove on the shaft.)

An impact gun sometimes will buzz the nut off without holding the head of the bolt.

Or rotate the shaft so that the nut is facing down and have a helper hold it with a long extension and U joint from underneath the car while you work on the bolt head from the top.

I never heard of either shafts stripping.

Some PB blaster penetrant will help free the splines. The booster should not have to come out, but it is tight. The earlier suggestion to check the steering wheel for tightness is a great idea. Mine often worked loose. The socket is 24mm, same as the crankshaft nut. You can check the shaft for play by clamping it with Vise Grips while having someone gently try to turn the steering wheel or road wheels. If there is play, you will see it in the joints.
