Have any of you seen/own a 1977 924 in signal green in the USA? I have seen a few from overseas, but none stateside. Thanks

I bought a new one in signal green in 1977 from a PA Porsche dealer.

It's grounded through the steering shaft. Rust and worn steering shaft u joint bearings have been known to cause this issue.

Where is the other end of that hose currently attached? Based on your description, it is probably not correctly installed. Post a picture of your under hood hose routing diagram.

If you are going to start it without the tranny whose mounts serve as extended motor mounts, make sure you secure the tranny end of the torque tube so it doesn't bounce around.

Was the cap broken before you took it to the shop? I've never seen a cap broken by slipped timing. There is a specific procedure in the FSM concerning removing the caps, did the shop follow it?
