Yes it is a vacuum leak. It is air entering the system after the metering.

The missing cap on the mixture screw is quite a large vacuum leak. You should plug it with something and see if that helps. When proper mixture is set with the car fully warm, the idle will stumble ...

Considering it hasn't been driven in a good while I'd put my money on a fuel system issue. You need to get a CIS pressure tester and check pressures then you can go from there.

I'll check the recirc valve. I did the throttle body reseal about a year ago so I'm hoping that isn't the issue.
